Yes, I agree very much with Haider.

Since freelancers usually don't have big money to spend on promotion - the best way to do is to join well-known and large freelance communities like ScriptLance (too programming oriented), but other largest general sites eLance.com or ContractedWork.com project. There you receive projects from individuals and businesses in any field and "bid" on their project.
